This means that if you remove the patch, night vision will remain. However, when starting a new game, night vision will need to be re-applied to any object. Yes, it can be used for some cheats. If you want to change the extra night vision functions (breathing water and eye effects), you must first remove the night vision from the object, and then add the night vision in the new settings.
