About This Mod

This mod is very lightweight and changes only the laws and systems of the school system to make them more meaningful and compatible with all other mods (if you play with other mods that change these laws, you either overwrite them with this mod or do not want to use this mod at all). The only thing that fashion changes is the fashion in the picture above, which makes small changes to laws to allow AI to pass education laws, and finally unlocks all laws through rationalism. This is a rough first attempt, and it will probably take a few more tweaks to stabilize it. Why does this mod exist? First of all, I created this mod because I believe that education is one of the most important events of our time. Modern public schools are what provide the foundation for the nation-state that we know today, and create a single, unified identity for the world’s different peoples. But the game is to put modifications to access to education in every law, no more. For example, as a special effect on IG, which magically disappears when the law changes. Secondly, we wanted to create a very lightweight mod that could be added or removed from any playlist even in the middle of the game, so changing magazines, events, universities and adding schools as new buildings was not part of our plans. The mod affects only four laws in the School System Act, no more and no less. I think the education system is an incredibly lazy and boring way to deal with the growth of education, but that's what we have, and I'm trying to deal with it. How will this mod affect gameplay? These changes will make modernization very difficult for underdeveloped countries that started without schools. These countries should expect very low literacy rates until they pass education legislation. This will happen if they find leaders with the right ideology or a certain IS (for example, religious ones will try to pass through religious schools, market liberals will try to pass through private schools, etc.). The low literacy and skilled labor levels prevent these countries from benefiting from advanced production methods (note: workers don’t need anything, craftsmen - 5 states, mechanics - 10+ literacy, engineers - 20+ literacy). Any education is better than none, so there is no need to go to a religious or public school (too expensive) and wait without an education until you have passed a public school (already too expensive). Council If there are no schools, use the Innovation Ordinance to set up universities in 1-3 provinces that you want to industrialize. Religious and private schools are very cheap, because the new changes introduced in 1.7 reduced the cost of bureaucracy to a quarter of the usual cost. Public schools are three times more expensive than other institutions, but can increase or decrease at the usual rate. All systems negatively affect access to education when they are introduced, but when scaled up, the level is almost the same as if there were no change, and the difference between children working in mines at maximum education level 3 and those receiving compulsory education at maximum education level 5 is stark. Countries that lack the resources to implement education will fall behind, and those that can will do so will succeed. The shift from IS political power to pop glamor slows the accumulation of these laws’ political effects, but makes them more durable. Pop glamor establishes a point of equilibrium at which values converge (for example, access to education), such as those raised by nuns and priests, who do not easily forget their experiences. Every school system has varying degrees of both assimilation and transformation, which should help improve performance slightly (only as a secondary effect, not as a primary goal). Countries with well-developed public school systems should appear more homogeneous, and countries with state atheism can actually transform their populations in a more positive way. One might wonder why one should have access to an education above 100%, but this would increase growth rates significantly and be good for the newly acquired population (through conquest or immigration) not only to get close to 100%, but also to achieve it.
