How to get a settlement?

Talk to Tallmaster Beefy. Charisma check for 5 + pepper check either CHA-8, INT-8, or local chieftain.

Sweep the Pivovar camps, Bifi wants proof of three leaders' deaths.

What should be removed?

Nothing, leave it as it is.

PROMISES

No additional mods are required except for Fallout London itself and all that is required for Transfer Settlements.

Vanilla, baby! If you want crumbs of cookies, caramels and chocolate chips - go ahead, you can be as voracious as you want.

Each settlement will have enough food, water, defenses and beds to keep your residents happy. Most of them have 3rd level traders.

The early versions will be small in size, but will lay the groundwork for a decent settlement, including a decrepit dystopian mood.

No preliminary or minimal scrapbooking is required. Some of my FOLON drawings will eventually provide guidance on what is best scrapped.

Do not scrub anything until you use the drawing unless otherwise noted.

My buildings work around junk, they even lean on a lot of debris. You can remove things you don't like after TS import stabilizes.
