This is my game save in the new game plus.
This preservation takes precedence over Survivors.
It's called "best preservation" because, in my opinion, the best plot point is after the mission with the VNC Tower to the Veronica Quest (Central Loop unlocked, VNC Tower, and no poisoned smoke in Garrison and Downtown)
