About This Mod
I recently made a mod (Clear Skill Checks) that forces the conversation skills/attributes checks to show the required value when you pass the check, instead of just showing the value you have. Then I realized that all the checks I checked had very low values. The highest value I've seen is 7, although looking for them in the game is still that hassle. This mod increases these values, so you'll see that they go up to 20 for particularly complex checks and/or when you're very high level.
Unmodified behavior
In an unmodified game, each conversation with a proficiency check has a difficulty level (None/Easy/Medium/Hard/Impossible - not associated with game difficulty) and an associated numerical strength level. The level of power is the level of the enemy or quest. The force level is applied to a curve (different for each difficulty) that yields a test value. The complexity of "No" has a constant value of 3 (so it is always possible to pass), and "Impossible" has a constant value of 20. The remaining three scales vary from 3-10, 5-15 and 6-20, respectively. The maximum of each curve is reached when the force level is 40 or higher. It's the same mechanism that's used to test the skills of doors and other devices, but it looks like devices actually use all levels of power and complexity because they can be quite high.
During testing, I found that most conversations take place on Easy difficulty (maximum 10), and power levels tend to be low (so I never saw anything above 7). I found one proficiency check on Hard difficulty, but its strength level was 0 (it is not actually defined), which gives a proficiency check level of only 6.
What makes this mod
This mod (optional) lifts everything in the None/Easy/Medium range to the next highest level, and partially scales the power level to the player's level. The default zoom level is 0.75 (i.e. it will zoom 0.75 from the difference between your level and the other person's).
Configuration
In the "Mods" menu (in the "RMK MODS" tab) there are 4 options:
Scaling Factor: Sets the scale value of the INPUT to the complexity function. There are 4 functions/curves: easy, medium, difficult and impossible (all checks are 20). Input is determined by the quest. Set to 1.0 to scale the input to your level, 0.0 to scale without scaling.
Light to Medium Threshold: When you are at or above this level, light checks (end value 3 to 10) become hard checks (end value 5 to 15).
Medium and Complex Level Threshold: When you are at or above this level, Medium Checks (end value 5 to 15) are turned to Hard Checks (end value 6 to 20).

IMPORTANT: This mod has 3 dependencies (see "Requirements" section above).
To install this mod, unzip the zip file to the Cyberpunk 2077 installation folder.
