This mod corrects embargoes imposed despite the existence of a contract port.
Sometimes an embargo is imposed despite the existence of a contract port. One reason for this, which may or may not be a mistake, is that if the territory of a State with a treaty port is isolated from the target market, the treaty port becomes invalid, allowing for re-embargoing (for example, the German Empire could often surround the capital of Austria and isolate all other States) (for example, the German Empire could often surround the capital of Austria and isolate all other States).
