Additional license plate options - reboot

Add more plate armor options. I couldn't find it anymore, here's the reinstallation, I'll get it if they ask me.

Add two new armor items (three options each) to the game:

Plate pants (+ white / black plate pants):

- New armor pieces to match plate jackets with average armor statistics.

Plate Boots (+ white / black plate boots):

----Re-textured plate with long coated boots to better match the plate shape. Same statistics as long boots.

These products and their plans can be found at vendors who sell their jacket counterparts. Some vendors have slightly increased the number of items (40->42) to compensate for adding these new fields to the vendor table.
