About This Mod
What makes this mod:
Re-enable the console in the game for Hardcore mode
Enables fast navigation in Hardcore mode.
Turns off Congestion Damage.
Disables returning companions home if they were left behind during the fall.
What this mod should do in the future:
Re-enable TGM as a command. Unfortunately, I will have to create a script that includes TGM effects.
What this mod is not:
It is not a carbon copy of any other fashion. Whereas the technique found by Zion9876 and Hrenak, namely HC_Rules change and BENableConsole MenuDurringSurvival change. This is what is included in the game, and can be edited by CK without scripts. Nevertheless, I am grateful to them for that. Please see below.

Instructions
Download via NMM and install:
Go to the game data folder, i.e. c:\programfiles(x86)\steam\steamapps\common\fallout4\data\ and copy hc_edited.txt to the base game folder ..\fallout4\
or:
Place HC_Edited.txt in the main directory
Place console.esp in the Data directory
Enable mod
Start the game or vice versa.
Once in the game, open the console and type: bat HC_Edited. And you're all set! You need to go to "save". Either use the door or move quickly. That's it :P
