If you look at the sound archives and esms for the game and fallout london, it seems that heavy and medium beds are left of skyrim, perhaps?
They don't exist, perhaps the base game uses only the surrounding storm beds, so it wasn't a problem, just playing nothing.
FOLON refers to them, but does not have a bed in half the weather conditions, so I took 3 rain files from the bright weather conditions and placed them in the specified files.
In addition, esp clears the records for the weather, making all the rain participate in the game instead of defaulting, so it is in the base game, just wanted to maintain uniformity.
