Bulldozer tool Marquee. As usual, use at your own risk. Choosing a "Knot" will remove roads, electricity, railways, water supply, subway, tunnels. You can also remove buildings that cannot be removed in the usual way. Removing all roads will require several passes.
To break out of the bulldozers, just right-click. The territory is limited, as game sometimes does some strange things with the terrain when clearing a large enough area.
