This has been fixed in Dragon Dawn DLC. This mod is for vanilla only.
Skill Empire Adaptive Research (Astral) in vanilla release does not work (known error, it should give 50% discount on gold and the cost of producing research buildings, but does not work)
Fixed now. Works as described.
