When you start Newgame+, your starting level is added to all level requirements. All quests, enemies, charts, and items use this level shift to calculate. But if you start Newgame+ with a high level, you can no longer keep up with enemy level and can't use items you find or craft because Heralt level is limited to 100. To solve this problem, this mod increases the Heralt limit to 200.
