About This Mod

This mod is designed to add reactivity to Fallout 3, add subtle NPCs and clutter, and integrate furniture markers from DLC.

This is a conversion of DC NPC TTW for Fallout 3. The mod has been thoroughly analyzed and cleaned in xEdit, and the corresponding TTW fixes have been imported where needed.

If you find a mistake in this conversion, please do not report it in the original fashion, but report it here.

Description

Fallout 3 is a highly reactive game that focuses on random encounters. Despite this, some locations and factions may need a little more: the Outsiders are an armed group trying to establish contact with the Brotherhood in the west, so why not move beyond the castle? After the main quest, there could be fewer supermutants.

The NPCs of the District of Columbia are designed to expand the capabilities of the base game and Broken Steel and eliminate some inconsistencies, such as Aqua Pura not reaching some fraternity outposts, and Fort Independence having no pariah equivalent to a runner, while some inconsistencies, such as a lack of specialists, have also been addressed.

The Brotherhood Of Steel.

The Fraternity soldiers were stationed near the Arlington Library.

By collecting a Virgo II dish for "The Three Dogs" and clearing the bunker between the Technology Museum and the Washington Monument, the Brotherhood can reoccupy the area in two days (also possibly after completing the primary mission).

Accompanying Dr. Lee to the Citadel and talking to Rothschild, the Brotherhood will drive away the Raiders and establish a small outpost on the F. Key Bridge. If they are not killed, they will be transported to the ruins of the Citadel if the Citadel is bombed at the end of Broken Steel.

Clearing the unmarked raider camp near the flooded metro area would result in a Brotherhood checkpoint two days later.

After the events in the Purifier:

The entrance to the Citadel will not be unguarded. For some reason, everyone who guarded him in Vanilla is out of action.

Several supermutants on Pennsylvania Avenue are deactivated for combat, and several Fraternity soldiers appear on patrol.

Supermutants on the road to Rivet City and near the teleported subway are also disabled, and several Fraternity soldiers patrol these places.

MDPL, a mass transit station, becomes an outpost for the Brotherhood, and boxes/barrels of Aqua Pura appear in places taken by the Brotherhood, such as Pennsylvania Avenue and the Washington Monument.

Brotherhood recruiters appear in Rivet City, and leaflets with the appeal are posted in markets and on Maddie Luder.

When the player activates a cleaning device on Sara Lyon, a tomb appears outside the Citadel.

Destroying a mobile base and completing the "Who Dares Wins" mission allows several wounded Brotherhood soldiers to enter the Citadel. The Talon Company camp near Arlington Library is also a Brotherhood outpost.

The Brotherhood'S Outcasts.

After activating the Rogue Purifier, Fairfax and SatCom Array NN-03d will take over, destroying the raiders' graffiti and disposing of the corpses around the locations. Please note that these locations will be occupied regardless of whether the player visits/clears them or not.

A rogue specialist and several robots have appeared in and around Fort Independence. Outside, two rogue initiators are trained, and a guard stands in front of the entrance.

After bombarding the Citadel at the end of Broken Steel, some Outlaws begin to forage in the ruins three days later.

The unused Rogue logo from the files of Operation Anchorage is restored and placed outside of the Fort of Independence (note this is simply the Brotherhood logo, painted in a different color and turned to resemble the real Rogue symbol).

Two days later, the Outlaws capture Wheaton's armory. Megaton.

When the bomb explodes, Megaton's survivor appears in Rivet City, where he lives.

Big City.

Saving the city from supermutants leads to the appearance of the merchant and his brahman three days later.

Slaves/Lincoln Memorial.

If the player helps Hannibal Hamlin and his slaves complete the presidency, two runaway slaves, three guards, and a merchant will appear at the Memorial in seven days. Two abolitionists will also appear in Megatonn and Rivet City to introduce the world to the newly founded city. If you activate the Purifier, Aqua Pura will appear near the Memorial.

If the player helps the slave, the Memorial will be captured by the Super Mutants in three days. If the player completes Whoever Dares Wins by targeting a mobile crawler, the Brotherhood will take over in three days. Note that the end of the game "Head of State" after "Broken Steel" in this way will not cause the invasion of the Super Mutants/Brotherhood, and the location will actually remain abandoned.

Other.

Several more Raiders' corpses have appeared in Dupont Circle and do not appear to be coexisting peacefully with the ghouls in the surrounding area.

The corpses of the organizers are found in front of an unnamed Talon company building near Gradic.

When the Cockroach King is killed, all the cockroaches in the world become the player's allies (note that those around the King and those in the RobCo factory are not affected due to the different distribution of factions). These vanilla beings don't want to be regulated, so pretend they don't recognize your power).

The Operation Anchorage and The Pitt furniture signs were placed at the Underworld, Lincoln Memorial, and other locations in the District of Columbia.

Death Claw eggs were placed around Old Olney and inside the Death Claw Sanctuary.

The dead mercenaries are inside the Nuka Cola factory.

Two unsuccessful members of the Brotherhood were found in the Pennsylvania Avenue area.

A broken glasomer and a plasma rifle appeared at Fort Independence.

When one approaches a box of aquapura guarded by the Lords of East Chevy Chase, two Brotherhood soldiers can be found trying to capture it.

Some members of the Brotherhood will fight supermutants at Chevy Chase, as paladin Tristan and Sarah Lyons at the end of Broken Steel said they were trying to rid Washington of supermutants (click here).

Several of Talon's flags were placed at Banister Castle.

When you complete the Wasteland Survival Manual, copies of the book appear in different places.

If the castle is destroyed at the end of Broken Steel, the mall and Pennsylvania Avenue will be taken over by the Super Mutants three days later. If the Brotherhood has captured a part of the mall, it is neutralized and the former Super Mutant residents return.

In some places, additional spawns/bushes will appear. Watch the glowing quantum. There may be something (a spoiler location) on the way to it.
