When you install Reshade, select these effects:

This reshade preset is intended to be used in conjunction with the recommended ENB, which you can download from the Fallout London Downgrader page.
By default, the rain in ENB looks strange. I recommend changing the rain settings in the ENB (Shift + Enter) settings manager to the following:

When you are finished, click *Save Configuration* at the top.
By default, the brightness levels should be good for all areas, but if for some reason they are too dark/bright for your monitor, do the following
Open the Rewrite Editor (Home).
Double-click the checkmark next to *Tonemap* in the top bar
In the lower pane, under Tonemap, adjust the gamut and exposure (slightly) to your liking.
