It always seemed strange to me that subway buildings opened earlier than normal train buildings. It is a simple mod that changes the order of unlocking the buildings of the train and metro. Train buildings will now open at the "Big City" stage, and metro buildings will open at the "Small City" stage.
It's that simple.
