The idea is that a solar thermal park is cheaper to build than a photovoltaic one, but it's more cumbersome to operate, it needs water, and it's a little more expensive to operate. It requires more area than wind and is more expensive to build.
However, its positive point is lower noise and slightly lower operating costs per MW.
