It's a "mod" that allows you to easily get the files you need to play with Japanese sound, without having to scour Steam Depots for them or play ping pong with the language settings.

Installation process:

Go to the game's root directory (e.g. /steamapps/common/Borderlands 2).

Unzip the included archive (there should be no overwrites, if any, some of these files you already have).

Go to the config directory (%USERPROFILE%/Documents/My Games/Borderlands 2/WillowGame/Config) and open WillowEngine.ini in a text editor.

Replace String

WwiseLanguageEquivalent_INT=English(US)

on

WwiseLanguageEquivalent_INT=Japanese

and save the file. You're done!

If you're wondering what's stopping you from just getting set up, this is one of the few games I've known that correctly uses the Steam language settings, and the Japanese sound doesn't coexist with the English default (and won't coexist even if you change the language as intended).
