The flag of Ukraine consists of two horizontal stripes of the same size in blue and yellow (Constitution, art. 20). The upper part represents the sky and the yellow part represents wheat. The combination of blue and yellow colors, symbolizing the state territory of Ukraine, is borrowed from the flag of the Kingdom of Galicia-Volhynia, used in the XII century. The official use of the blue-yellow bicolor as a national flag dates back to 1848, when it was raised over the Lviv City Hall during the Spring of Nations; it was first officially adopted as a national flag in 1918 by the short-lived Western Ukrainian People's Republic and then the Ukrainian People's Republic. It entered into use in the Ukrainian People's Republic. When Ukraine became part of the Soviet Union, the flag was banned, and the official state flag did not exist until 1949, when the red and blue flag of the Ukrainian SSR was adopted. The blue-yellow flag was temporarily adopted at official ceremonies in September 1991 after Ukraine's independence, and was finally restored by the Ukrainian parliament on 28 January 1992.
Since 2005, Ukraine annually celebrates August 23 as Flag Day.
Psychologically, blue symbolizes serenity, and yellow symbolizes cheerfulness.
