The building was located at the corner of Nevsky Boulevard and Sadovaya Street in the center of the capital of the Russian Empire. Construction began immediately and lasted nearly 15 years. The building was designed in the neoclassical style by the architect Yegor Sokolov (built between 1796 and 1801).

The cornerstone of the foreign languages division was brought from the Polish-Lithuanian Federation in the form of the Zewski Library (420,000 volumes), which was partially captured by the Russian government during the partition, but many volumes were lost in the middle of World War II. They were sold by Russian soldiers for profit from theft.[6] Polish books from the library (about 55,000 titles) were returned to Poland by the Russian SFSR in 1921.

The library was managed for five years by Marie-Gabriel-Florent-Auguste-de-Choiseul-Gouffier. The inventory is organized in accordance with a specially developed library classification manual. In 1810, Alexander 1 approved the first Russian Library Law, which, among other things, provided for the storage in the library of legal copies of all Russian printed materials.

The library was supposed to be open to the public in 1812, but its opening was delayed by two years due to the need to evict the more valuable collection due to Napoleon's invasion.
